Planning Matters
2022-2023
Here are five current major plans under consideration in TVBC affecting Southern Test valley which the District Society, represented through the Planning Committee, will have a view. They are:
The upgrade of the South of Romsey Town centre - The upgrade will bring more retail activity to the town with its growing population. It will provide a more efficient bus station and bring into being a new more flexible hall to replace the aging Crosfield Hall. In the summer of 2023, the Romsey Future Management Board expects to endorse a feasibility study and appoint a delivery partner for the bus station part of the site. The design requirements for the replacement hall, its exact location at The Rapids site and the parking additions needed, are expected to be complete at the end of the year.
Whitenap – An outline planning application for this housing development is due to be presented to the Test valley Borough Council Southern Area Planning Committee in the Summer. There remain many concerns including the accesses at the northern end of the site. The bridge over the railway to create a connection to the Rapids and town centre remains key to delivering the site and there is talk of movement on a potential solution with Network Rail. There are other town groups with strong views about the development and how it will affect its northern boundary.
The Brewery Site – TVBC has been working over the last three years exploring all avenues to bring this central site forward - as it should have been some 15 years ago - now. The site owner remains both elusive, and evasive, but the Borough Council has continued progressing toward a potential solution.
Oxlease phase three, West of Cupernham Lane and close to the Barge Canal - There is significant opposition to this. A revised application has been filed but it shows an unsatisfactory road layout and a challenging housing density. It also pays little attention to the ecology issues,
A speculative application has been filed for a housing development extending from Kings Chase towards the Straight Mile. The RDS Planning Committee will oppose this if it is considered compliant with the existing Borough Local Plan.
During the year the committee looked at 80 planning applications, objected to 29, made no comment on 46, supported two and commented on three.
Romsey and District Society is lucky to benefit from enthusiastic and experienced planning committee members who, apart from keeping an eye on applications, review and comment on policy papers which affect both current and future Local Plans. The Society is also fully involved in Romsey Future.

Romsey Flood Alleviation Scheme
Romsey has a long history of flooding, with recorded flood events in 1852, 1876, 1877, 1891, 1894, 1903, 1913, 1928, 1929, 1947, 1960, 1974, 1990, 1993, 1999, and 2000. In the winter of 2013-14 significant areas of the town were flooded and plans were put in place to alleviate the effects of future flooding events. These were formally completed in 2022.
